The 15-nation council resolution said it was "gravely concerned at the further deterioration of the situation" in the Middle East, and noted that resolution 1402 "has not yet been implemented". The 1402 resolution calls for the Israeli withdrawal from Palestinian cities, including Ramallah in the West Bank.
The council welcomed the mission United States Secretary of State Colin Powell to the Middle East, and efforts by others, particularly the special envoys from the United States, Russia, the European Union and the U.N. special coordinator to bring about a comprehensive, just and lasting peace to the Middle East, the resolution said.
Bush calls on Israel to halt incursion
United States President George W. Bush Thursday called on Israel to halt incursions into the Palestinian-controlled territories and withdraw its forces from Palestinian cities " without delay". The president also directed Powell to go to the region to revive cease-fire talks next week.
Before the adoption of the resolution, Palestinian U.N. observer, Nasser al-Kidwa, said Bush's statement should have a positive impact on the resolution, "but you never know how the U.S. is going to deal with this.
"The U.S. position is now not far from our position and from the position of the council and that should lead to adoption of the (new) resolution," he told reporters.
