Iraqi Foreign Minister Naji Sabri Ahmed on Thursday called for an international conference, under the supervision of the United Nations, to identify what is terror and to root out its causes.

In a statement to the official Iraqi News Agency (INA), Ahmed stressed that no country or group can use the anti-terror pretext to attack other countries and "deprive peoples of their right of self-determination."

The Iraqi foreign minister was apparently referring to the United States, who has threatened to expand its anti-terror war to Iraq.

U.S. President George W. Bush has accused Iraq of financing terrorism and strongly warned that Iraq may become the next target of the U.S.-led war on terror after Afghanistan.

In a blow to the U.S. efforts, the just-concluded Arab summit in Beirut, Lebanon has voiced strong opposition to military strikes against any Arab country, particularly Iraq, prompting U.S. officials to announce that there is no immediate plan to attack Iraq.
