China Sets Off Anti-dumping Investigation on Steel Products from Russia & ROK
As announced China is going to launch an anti-dumping investigation on the imported cold-rolled steel sheet originated in Russia, the ROK, Ukraine, Kazakstan and China's Taiwan.

According to the report the Ministry of Foreign Trade and Economic Cooperation (MOFTEC) has officially announced that China would in accordance with the "Anti-Dumping Statute of the People's Republic of China" start an anti-dumping investigation over the cold-rolled steel sheets imported from Russia, the ROK, Ukraine, Kazakstan and the Chinese Taiwan Island as from March 23, 2002 onwards.
Feb. 20, 2002 witnessed the MOFTEC officially receive the applications submitted by Shanghai Baoshan Steel Group, Anshan Steel Group and Wuhan Steel Group, representing the cold-rolled steel enterprises in China for an anti-dumping investigation. In line with the comparison made on the exporting and normal prices of the cold-rolled steel produced in the aforesaid countries and region, the applicants advocate that there exists a dumping and anti-dumping margin between the two. And also according to the evidences, such as amount of exports, prices and market shares it is held that a damage has been done and has made it clear that there is a cause-and-result relationship between the dumping and the damage done to China.
Having received and examined the applications and the attached exhibits the MOFTEC considered that the above-mentioned three enterprises were up to the qualification of the applicants, the contents requested and exhibits well grounded. After an consultation made with the State Economic and Trade Commission it has decided to launch an anti-dumping investigation over the dumping case and dumping scope and scale of the cold-rolled steel sheets produced and imported from the aforesaid countries and region as from March 23, 2002 onwards. The period set for the investigation is from January 1, 2001 up to December 31, 2001.
The State Economic and Trade Commission will carry out an investigation on the damage to the Chinese mainland and the seriousness of the damage incurred by the cold-rolled steel sheets imported from the above-mentioned countries and region. The period set for the investigation of the damage on the industry is from January 1, 1999 to December 31, 1999.
