Illegal migration has declined and the number of shipboard stowaway fell last year, a national conference on anti-illegal migration heard Monday.

The Ministry of Public Security, which organized the conference, issued statistics showing that police arrested 9,465 stowaways in 2001, a decrease of 18 percent over the previous year.

A total of 1,405 alleged "snake heads", or people smugglers, were captured last year, of whom, 229 were convicted by the courts.

Participants at the meeting attributed the achievements to the efforts of various public security departments in recent years.

However, the ministry said illegal emigration still existed in some coastal and border areas and stowaways had become more devious and covert, making it more difficult to catch them.

In another development, Chinese police are to launch a nationwide campaign to fight illegal migration from April 1.
