Lee Teng-hui Misappropriates Funds to Plot 'Two-States Theory'
According to news from Taipei, under Lee Teng-hui's instigation, Taiwan's "National Security Bureau (NSB)" set up a secret account with funds totaling 3.6 billion Taiwan dollars for plotting the "two-states theory" and "pragmatic diplomacy".

According to Lee Teng-hui, the secret account has helped him "solve many difficult problems".
The explanation, offered to China Times by the former head in the cashier department of the "NSB" on the internal confidential documents, revealing a series of inside stories. This aroused great shocks in society, all social circles expressed concern about this. Officials of the "NSB" denied the secret account, but later they said that they would hold a press conference to explain the matter.
The secret fund was raised from the annual saving remainders by Ting Yu-chou, former director- general of the "NSB" in 1994 under Lee Teng-hui's order. Because those funds did not subject to any lawful supervision, the secret account turned into Lee's "private treasury", which can be disposed at will.
Prior to this, Ting Yu-chou and Yin Tsung-wen, the former two "NSB" director-generals, have been impeached due to the so-called fund misappropriation.
