Editorial: Making Concerted Efforts to Recreate Glory

The following is the full text of People's Daily editorial congratulating the successful conclusion of the Fifth Session of the Ninth National Committee of the Chinese People's Political Consultative Conference (CPPCC).

The Fifth Session of the Ninth CPPCC National Committee, having completed various preset items on the agenda, came to a successful close in Beijing Wednesday. We express our warm congratulations on the complete success of the meeting.

Holding aloft the great banner of Deng Xiaoping Theory, thoroughly implementing the spirit of the Fifth and Sixth Plenums of the 15th Central Committee of the Communist Party of China (CPC), acting in compliance with the requirements of the important thinking of the "three represents" and centering closely around the central tasks of the Party and State, the session conscientiously exercised the CPPCC functions of political consultation, democratic supervision and participation in the administration and discussion of state affairs. This session, a democratic, pragmatic, united and inspiring one, will definitely play an important role in doing various fields of work well this year, and boosting China's economic development and social progress.

During the meeting, CPPCC members attentively listened to and discussed the work report of the Standing Committee of the CPPCC National Committee and the report on the situation regarding the motions work since the Fourth Session of the Ninth CPPCC National Committee; they attended, as observers, the Fifth Session of the Ninth National People's Congress (NPC), listened to and discussed Premier Zhu Rongji's "Report on the Work of the Government" and other important reports; they discussed and adopted the various resolutions of the Fifth Session of the Ninth CPPCC National Committee and the report on the examination of proposals. The CPPCC members spoke highly of the great achievements gained in the past year by the people of all Chinese ethnic groups who, under the leadership of the CPC, united in the struggle with one heart and one mind; they highly praised the "Government Work Report" as realistic, practical and terse and comprehensive, saying it is a strategically important and heart-stirring report. Exhibiting a high sense of political responsibility, the members carried out lively discussions on some major issues concerning reform, development and stability, and set forth many constructive opinions and suggestions, demonstrating the spirit of holding themselves highly responsible to the country and the people.

In the reform, opening up and socialist modernization drive, the CPPCC has lots of things to do. In recent years, the CPPCC has witnessed fresh progress in its work each year. In performing its functions, the CPPCC pays attention to practice, exploration and innovation, so that consultations and discussions are carried out in a stronger democratic atmosphere, the channels for democratic supervision are more smooth, the work of unity and coordination is carried out in a more deep-going way, and the CPPCC members' enthusiasm is brought into full play. The various parties, organizations, ethnic groups and people from all walks of life participating in the CPPCC, engaging in earnest study, have constantly raised their level of knowledge of facts and discussions on state affairs and in offering opinions and suggestions. They are consciously subordinated to and serving the key tasks of the Party and the State, and conduct thorough investigation and study around major issues affecting the national economy and the livelihood of the people; they try their best to maintain social stability and unity; they extensively carry out the work conducive to unity and cooperation, to coordinating relationship and alleviating contradictions; they vigorously promote peaceful reunification of the motherland, continue to expand friendly contacts with foreign countries, they have thus made important contributions to expediting the reform, opening up and modernization drive. The People's Political Consultative Conferences at all levels also strive to strength construction of themselves and boost standardization and institutionalization in performing their functions. Party committees at various levels enthusiastically support the various fields of work of the CPPCC, provide a good environment for the CPCC to exercise its functions, thus pushing the work of the CPPCC constantly forward.

Our revolution, construction and reform have always been blazing new trails in its advance by continuously overcoming difficulties. The fundamental reason explaining why we can rise amidst difficulties and challenges and win one victory after another lies in the fact that we firmly believe that our cause is a just and progressive one, and that people of the whole country are united as one and making unremitting efforts to advance perseveringly toward our magnificent goals.

This year is an extremely important year in the development history of our Party and State. The intricate and complicated international situation and the impact brought on China by the change of the world economy must not be underestimated, it is an arduous task to maintain the sustained, rapid and sound development of the national economy. This year is the first year after China's entry into the World Trade Organization (WTO), lots of work remain to be done to change challenges into development opportunities. China's reform, development and stability also face many new situations and new problems. The new situations and tasks call for the concerted efforts and hard struggle by the people of all Chinese ethnic groups. Acting in compliance with the requirements of the Party Central Committee, we should unify thinking, strengthen confidence, deal with any eventuality calmly, pursue the good while avoiding the harm, change our style of work, do solid work, and strive to create new phases in various fields of work. Rallying ourselves more closely around the Party Central Committee with Comrade Jiang Zemin at the core, let us raise high the great banner of Deng Xiaoping Theory, comply with the requirements of the "three represents", seize opportunities and speed up development, so as to greet the convocation of the 16th National Congress of the Communist Party of China.
