Egypt, US Agreed to Help Broker Palestinians-Israeli Negotiations: Mubarak

Egypt and the United States had reached a consensus that consistent efforts should be made to ensure the speedy implementation of the Tenet plan and recommendations of the Mitchell report and then the resumption of peace negotiations between the Palestinians and Israel, Egyptian President Hosni Mubarak said on Wednesday.

Efforts made to resume peace resumption

Egypt and the United States had reached a consensus that consistent efforts should be made to ensure the speedy implementation of the Tenet plan and recommendations of the Mitchell report and then the resumption of peace negotiations between the Palestinians and Israel, Egyptian President Hosni Mubarak said on Wednesday.

Mubarak made the remarks at a press conference jointly with visiting U.S. Vice President Dick Cheney after their talks in Egypt's Rea Sea resort of Sharm el Sheikh.

"Peace can only be achieved through universally accepted terms of reference, on the top of which is the land-for-peace principle," Mubarak said.

He also urged Israel to abandon its policies of collective punishment, demolition of homes, humiliation of the Palestinians and military offensives in the Palestinian lands.

Egypt hopes that Cheney's Mideast trip and U.S. Mideast envoy Anthony Zinni's upcoming mission to Israel and the Palestinian self-rule areas will help pave the way for putting an end to the violence and resuming peace talks, Mubarak said.

Tenet plan to be conducted

The Tenet plan, brokered by U.S. Central Intelligence Agency chief George Tenet last June, calls for a ceasefire between the Palestinians and Israelis.

The implementation of the plan will pave the way for carrying out recommendations of the Mitchell report issued by an international inquiry panel headed by former U.S. senator George Mitchell last May -- namely ending violence, taking confidence- building measures after a cooling-off period, and finally resuming peace negotiations.

Cheney arrived in the seaside city from Jordan earlier in the day for a one-day visit to Egypt, the third leg of his 12-nation tour, which includes 11 Mideast countries and Britain.

The U.S. vice-president said that he is visiting the Mideast region to seek an "open and frank" discussion on wide-ranging issues with leaders in the region, while working to end the violence and bring about resolutions of the conflict.

"Egypt and the U.S. have common interest in ensuring a stable, peaceful and prosperous future for the people over the region," said Cheney.



  • About the tenet plan

    The security organizations of the Government of Israel (GOI) and of the Palestinian Authority (PA) reaffirm their commitment to the security agreements forged at Sharm el-Sheikh in October 2000, embedded in the Mitchell Report of April 2001.

    The operational premise of the work plan is that the two sides are committed to a mutual, comprehensive cease-fire, applying to all violent activities, in accordance with the public declaration of both leaders. In addition, the joint security committee referenced in this work plan will resolve issues that may arise during the implementation of this work plan.
