Top Legislator Li Peng on Legal System

China's top legislator Li Peng said that the new situation after China has become a WTO member requires earnest efforts to improve the legal system with Chinese characteristics and to accelerate the progress of promoting the rule by law.

China's top legislator Li Peng said that the new situation after China has become a WTO member requires earnest efforts to improve the legal system with Chinese characteristics and to accelerate the progress of promoting the rule by law.

Speaking at a group discussion of CPPCC members from the Revolutionary Committee of the Chinese Kuomintang and the China Association for Promoting Democracy here Tuesday, NPC Chairman Li Peng said that much remains to be done to build up a complete legal system with Chinese characteristics.

According to the NPC's plan, the framework of the legal system is expected to take shape this year, the top legislator said.

What is important, he said, is that "we must see to it that laws are observed and strictly enforced and that lawbreakers are brought to book."

Li pointed out that China's WTO membership requires the revisions of the existing laws and formulation of others to bring them to full WTO compliance.
