In modern times the middle-income people primarily refer to professionals, according to economist Wu Jinglian, a member of the National Committee of the Chinese People's Political Consultative Conference.

Addressing a CPPCC panel discussion, Wu said that this is because professionals are now playing an increasingly greater role in society.

Professionals include technicians, researchers, managers and journalists, he explained.

"I think the possession of an apartment and a car cannot be counted as the norms for the middle-income people," he said, noting that the middle class does not contain the concept of "property."
