People's Daily Hails the Opening of NPC Annual Session

China's leading newspaper, the People's Daily, publishes an editorial Tuesday hailing the opening of the fifth session of the Ninth National People's Congress (NPC).

China's leading newspaper, the People's Daily, publishes an editorial Tuesday hailing the opening of the fifth session of the Ninth National People's Congress (NPC).

The editorial says under the correct leadership of the Communist Party of China (CPC) Central Committee, the Chinese people made significant achievements during 2001. The national economy grew at a relatively high speed despite there being an economic slowdown in the rest of the world.

Beijing's successful bid for the 2008 Olympic Games, China's accession to the World Trade Organization, and the vigorous development of China's democratic and legal construction have accumulated invaluable experience for bringing to fruition the great goal of socialist modernization.

The editorial says that China's reform and construction are faced with new opportunities and challenges as the world situation undergoes profound changes. "We must keep clear minds and high morale," it says.

It also says that China's legislative work has been fruitful, and work on supervision has made new progress. The system of people's congresses has been shown to be the fundamental political system in keeping with China's situation. It will certainly play an increasingly important role in China's modernization drive, the editorial says.

The editorial calls on the Chinese people to perform their duties and make even greater contributions towards building a socialistic rule of law.

The fifth session of the Ninth NPC is scheduled to open Tuesday in Beijing. Items on the agenda include hearing and examining Premier Zhu Rongji's report on government work; hearing and examining a report on the implementation of the 2001 national economic and social development plan and a draft plan for 2002 national economic and social development; and approval of the said report and plan; hearing, examining and approving a report on the execution of the 2001 central and local budgets and the central and local draft budgets for 2002; hearing and examining a report on the work of the NPC Standing Committee; examining a draft resolution for the election of deputies to the 10th NPC; and hearing and examining the work reports by the Supreme People's Court and the Supreme People's Procuratorate.
