CPPCC Members Call for More Charity Organizations
Some members of the Ninth National Committee of the Chinese People's Political Consultative Conference (CPPCC) have urged the central government to take measures to encourage the whole society and the general public to participate in the cause of charity and establish more charity organizations to help the needy.

They said that there is a considerable number of poor people in both urban and rural areas and how to aid these people has become key to carrying out reform and maintaining social stability.
The CPPCC members are here attending the Fifth Session of the Ninth CPPCC National Committee, which opened Sunday.
Statistics provided by the National Statistics Bureau and the Ministry of Civil Affairs show that China has more than 13.8 million urban people covered by the minimum cost of living and the figure in rural areas is much higher.
CPPCC member Wang Lusheng from Guizhou Province in southwest China said that it is impossible for the government to resolve the problems of all these people, due to limited economic strength.
Neither is it possible for the government to resolve specific difficulties encountered by any given groups of people or individuals, Wang said.
One of the effective ways out is to set up a large number of charity organizations to take off some of the responsibilities of the government.
In order to help out the needy people, it is necessary for the government, the general public and non-governmental organizations to make concerted efforts, said Ye Weizhen, a CPPCC member from a women's federation and a senior engineer.
While shouldering the major task to eliminate poverty, the government should work out policies to encourage the whole society and the general public to participate in poverty elimination and the cause of charity and undertake to organize, guide and coordinate such activities, she said.
It is learned that with the increase in the wealthy population and improvement of social civilization level, more and more people want to return their wealth to the society and to help the needy people. But, sometimes, they do not know how to do it.
As more and more foreign business people and capital will come to China with China's accession to the WTO, the government should support and encourage them to participate in China's charity cause.
