Sino-Russian Treaty for Friendship Takes Effect

The Sino-Russian good-neighborly treaty of friendship, and cooperation took effect on Thursday, with China and Russia having completed their own ratification procedures.

The Sino-Russian good-neighborly treaty of friendship, and cooperation took effect on Thursday, with China and Russia having completed their own ratification procedures.

Liu Guchang, assistant foreign minister of China, and Alexander Losiukov, deputy foreign minister of Russia, completed the ratification of the treaty, which was signed by Chinese President Jiang Zemin and his Russian counterpart Vladimir Putin on 16th July last year.

The two sides also signed the certificate for the exchange of the ratification instrument.

Liu and Losiukov pointed out the treaty is of significance for the two countries, and will open more areas for cooperation between China and Russia.

The governments, departments and all areas of the two countries have taken practical measures to see the treaty ratified.

Both sides hope that its principles and spirit will be implemented and fully carried out.

The treaty summarizes the principles and spirit of over ten declarations and statements signed by the two heads of state over the past ten years, and outlines the strategy of development of Sino-Russian relations.

The treaty reflects the ideal that the two countries would maintain long-term friendship and never become enemies.

It establishes the common aspiration of the two countries and their peoples to become good neighbors, partners and friends within the legal framework, and its core is to develop the long-term friendly and good-neighborly relations of mutual benefit based on non-alliance, non-confrontation and non-targeting of a third nation.

The Chinese National People's Congress and the Federal Assembly of the Russian Federation finished the procedure of deliberation and ratification of the treaty in less than six months.

The implementation of the Sino-Russian Good-Neighborly Treaty of Friendship and Cooperation will play a major role in the future development of Sino-Russian relations, said Foreign Ministry spokesman Kong Quan.

On the exchange of ratification instruments of the treaty Thursday, Kong said the smooth ratification process in both China and Russia shows there is full support in the two countries.

This reflects "the sincere wishes of the two peoples to develop good-neighborly friendship and cooperation on the basis of mutual benefits," Kong said, noting that the exchange of ratification instruments means the treaty becomes effective.

As the treaty embodies broad common interests shared by the two countries in developing bilateral relations and dealing with international affairs, he said, the spirit of "keeping a permanent friendship and never becoming enemies" is rooted in this legal document.

With non-alignment, non-confrontation and not attacking a third country as its central theme, Kong said, the treaty not only acts as a guideline for good-neighborly relations and cooperation between the two countries, but sets a model for the establishment of new international relations quite different from that of the Cold War.

In keeping with the spirit of the treaty and for the sake of world peace and development, the two sides are to take effective measures to promote political mutual trust and strategic cooperation, Kong said.
