Premier Zhu Stresses Quickening E-administration Construction

In Wednesday's sci-tech knowledge training course held in Zhongnanhai, Premier Zhu ask governments of different levels and all cadres to vigorously promote e-administration construction and intensify the study on related knowledge of informationization and strengthen effective government administration.

E-administration Construction of Great Importance

China's State Leading Group of Science and Technology Wednesday held a sci-tech knowledge training course in Zhongnanhai. Zhu Rongji, Standing Committee member of the Political Bureau of 15th CPC Central Committee, Premier of PRC State Council and head of State Leading Group of Science and Technology, emphasized in his speech that informationization is the general trend of current economic and social development.

To promote e-administration construction will be of great significance to the improvement of the general quality of national economy, promoting modernization of management level, strengthening governmental supervision, increasing administrative efficiency and unfolding anti-corruption work.

Cadres Urged to Intensify Study on Related Knowledge

All departments of the Central Committee and governments at different levels should attach great importance to the work. Cadres should intensify the study on related knowledge of informationization and strengthen effective government administration by making full use of information devices so as to promote the transference of government functions, improve the working efficiency and administration level, and push forward the openness in government administration and construction of an honest and clean government.

Li Lanqing, Standing Committee member of the Political Bureau of 15th CPC Central Committee, vice Premier of PRC State Council and deputy head of State Leading Group of Science and Technology, attended the training course and delivered a speech.

E-administration and Transference of Government Functions

With the rapid development of info-tech across the world, especially the popularization and application of Internet technology, Zhu said, the development of e-administration is becoming one of the most important fields of informationization in the contemporary times. In order to meet the demand of the development of international situation and China's economic and social construction, China must quicken the pace in the development of e-administration.

Zhu said that Governments should take the lead in e-administration first. Departments of the central government should work out a complete program for planning and for carrying out in earnest. E-administration should be developed in step with the transference of government functions. The reform of administrative examination and approval should be quickened so as to create good conditions for the implementation of e-administration.

It is a complicated and systematic project for realizing the transition from traditional government administration to e-administration, Zhu said. And we must deal with the matter actively and seriously and implement the project step by step. Measures for information should be taken to improve effective administration of the government so as to make the supervising work more thorough and effective, the services more convenient and efficient, and make the governments at different levels more honest, diligent, practical and highly efficient.

China Attaches Strategic Importance to IT Industry

The information industry will become a strategic industry and a new area for the growth of China's economy in the 21st century.

Priority will be given to the development of the software industry, micro-electronics industry and network products to meet the needs for building IT infrastructure facilities, upgrading traditional industries and developing e-commerce and e-administration.

The ministry will concentrate on super scale integrated circuits and computer software, information security systems, e-administration and e-finance, functional gene-chips and bio-chips, electric automobiles, magnetic levitation trains, new medicines and modernization of production of traditional Chinese medicines, intensive processing of farm produce, dairy product manufacturing, food security, water-conservation farming, water pollution control and the establishment of key technical standards.
