Over the past three years, China has removed 1.8 million local residents to make way for floodwater,so as to avoid enormous losses similar to those that were caused by heavy floods in 1998.

The program covers Hubei, Hunan, Anhui and Jiangxi provinces, and involves 630,000 households, or 2.45 million people.

The remaining number of people to be resettled -- 650,000 -- will move into their new homes by the end of this year, according to the resettlement plan.

Thousands were killed and millions made homeless in 1998, when torrential floods damaged dikes, homes, factories and crops on themiddle reaches of the Yangtze River, China's largest.

Later, the government found that numerous residential buildingsand factories had been illegally built in areas that had been officially left for the purpose of managing floodwaters.

Since then, the government has allocated 10.1 billion yuan for the relocation of flood-vulnerable families, factories and institutions.
