A Norwegian delegation led by Deputy Foreign Minister Vidar Helgesen is due to arrive in Sri Lanka Thursday with a draft proposal for formalizing a permanent basis for the ongoing ceasefire between the government and separatist Tamil Tiger rebels, official sources said.

The three-member team will include special envoy Erik Solheim.

The delegation met representatives of the Liberation Tigers ofTamil Eelam (LTTE) in London earlier this week. While in Colombo they will brief the government on their talks with LTTE in London and discuss the Memorandum of Understanding for a permanent ceasefire with government authorities including President Chandrika Kumaratunga and Prime Minister Ranil Wickremesinghe and several other cabinet ministers.

Both the government and the LTTE rebels are observing their unilateral ceasefire which started on Christmas eve last year. Thegovernment has said that an agreement on a permanent truce with Tamil rebels could be signed before February 24 when the unilateral ceasefire expires.
