China Opens a Wider Sphere for Returned Students from Overseas to Make Careers

China will join the economic globalization on a wider scope and scale after its entering into the WTO and the opening to the outside world will be onto a new stage for development, said Zhang Xuezhong, Minister of the Ministry of Personnel in a letter extending greetings to the students studying abroad for the Chinese Spring Festival. This will offer a broader sphere to the masses of students studying abroad to return for enterprising careers in their homeland.

This will offer a broader sphere to the masses of students studying abroad to return for enterprising careers in their homeland.

The Party and government have always been paying great attention to the students, who are studying abroad, said Zhang Xuezhong in the aforesaid letter. For this the Party and government have worked out policies for ��supporting overseas students, encouraging them to return while they may come and go at their own discretion�� on the one hand and on the other they are encouraged to return and serve their motherland. The overseas students are taken as an important component part of China��s human resources and the work for soliciting the overseas students to return and work a strategic task.

As introduced, recent years have seen the state personnel departments work energetically in conformity with the deployment of the Central Committee of the CPC and the State Council to create a better environment for the personnel studying abroad to return and work in the service of their own country. This is expressed in the following ways: first of all, to work out preferential policies with various documents issued one after another for encouraging the high-grade personnel studying abroad to return and work in the service of the motherland. A breakthrough regulation has been mapped out as to their salary, working condition, accommodation and transportation, workposts for family members, school education for children and convenience of their coming and going out of the country. Secondly, to build up earnestly an arena for making careers, more than 20 working stations have been established all over the country in the service of the learned personnel for them to return and work and over 60 pioneering parks built up. It has thereby created a wider space for them to make sci-tech achievements and their transference. Thirdly, funds are provided in support of their work. Ever since 1985, the Ministry of Personnel has allocated a sum-total of RMB 200 million-yuan in support of over 4,000 personnel who are learning abroad to return and carry out their scientific researches and over 3,000 to return for a short-time work in China. Fourthly, it is to set up an information platform. An information network has been opened for the personnel studying abroad. And through the joint efforts of the departments concerned in Guangzhou, Liaoning and Shandong project talks can be held on an extensive scale with the learned personnel overseas, thus providing conditions for them to get to know about their motherland and the careers they would like to create.

Zhang Xuezhong also said that the personnel studying overseas can not be separated from their motherland and the people who are in dire need of the personnel learning abroad. The state personnel departments will take care of whatever the personnel studying abroad are thinking of and driving for. They will turn the state personnel departments into the homesteads for the personnel studying overseas and provide ever better conditions for them to return home and make careers.
