China Football Association Made Clear Its Attitude on Black Whistlers

According to the news made public on January 23, 2002, China Football Association called a press conference Wednesday afternoon, making clear its attitude on investigating and punishing the event of black whistles recently arresting great concerns of the people. Present at the conference were the specialized vice-president Yan Shiduo and Nan Yong of the China Football Association.

The investigation by China Football Association on the event of black whistlers has so far made a big breakthrough, said Yan Shiduo and the result is to be expanded step by step.

Black whistling, a typical event of corruption in football games

The exposure of the black whistlers is a shocking event, said Yan Shiduo. It is a typical event of corruption in the football games. He pointed out that the black whistlers�� event has brought forward three problems.

��First of all, we should in no way underestimate the harm brought about by the corruptive phenomena in the football trade nor in any event can this be belittled. That the Football clubs gave money to referees and they took it is by no means an isolated phenomenon.

Besides, this indicates that some clubs have already come to aware of it, a signal indicating that the clubs are to become mature now and also a setout for Chinese football games to march onto the road for healthy development.

And finally, this shows that it is a complicated, arduous and long-term task to put right the unhealthy tendency and to deal heavy blow at the corruption in the football trade.

Active discussion made to have judicial departments involved in the handling of the event

According to what Yan Shiduo said, China Football Association will intensify its efforts in educating the umpires, improve all sorts of rules and regulations and make improvement in the way for the selection of and supervision on the umpires.

During the four years between 1998 to 2001 the Judge Commission of the China Football Association has meted out punishment on 66 referees due to their false, negligence in judgement and major mistakes as well as other problems at their posts. Eight of them were deprived of their jobs as a referee for lifelong.

As to the judicial involvement in the black whistlers' event, Nan Yong expressed at the conference that recently China Football Association has been active in discussing the matter over with the departments concerned. It is making efforts for the judicial involvement so as to create a favorable environment for a healthy development of the football games in China.

At present, a breakthrough result has so far been achieved in the investigation work

According to Nan Yong, China Football Association set up an investigation group together with the relevant departments on December 15 of last year with their work for investigation and evidence-taken divided into two phases. The first phase of the work started from December 21st of last year to 12th of this month and the second phase was from January 13 to the end of the month.

The work in the first phase saw the emphasis being laid on investigating the clues provided by football clubs while the second stage would be focused on investigation based on the new obtained tips that would be carried out in combination with popular education and self-examination and correction. Afterwards, individual talks have to be carried out and China Football Association has been carrying on with scores of persons up to now.

After Yan Shiduo and Nan Yong made clear their respective attitude for the China Football Association some reporters questioned: as China Football Association expressed that "They will retain those umpires who've made a voluntary confession and reimbursement will not be exposed to the public". Whether this is to mean that China Football Association is going to handle the matter in line with the trade rules and regulations and those umpires who "lined their nests with the dingy money" may go away without being punished by the law.

China Football Association will adhere to the policy of taking education as a major means with importance to be laid on evidences and investigation in saving the people in the meanwhile the association will never favor any person in question. Those who are suspected of guilty shall be subjected to judicial organs for investigation and to be dealt with.
