U.S. President George W. Bush said Wednesday that he will propose a military spending increase of 48 billion U.S. dollars for fiscal 2003, the largest hike in two decades.

"The tools of modern warfare are effective. They are expensive. But in order to win this war against terror they are essential," Bush said in a speech to the Reserve Officers Association.

Bush said the money would include another military pay rise and investment "in more precision weapons, in missile defenses, in unmanned vehicles and in high-tech equipment for soldiers on the ground."

Bush will submit to Congress a 2-trillion-U.S. dollars budget on February 4. Officials said the defense budget will be 379 billion U.S. dollars.
