A comprehensive developing project on the bank of Huangpu River in Shanghai was launched recently. Factories, docks and storehouses will be replaced by large patches of grassland, large-scale cultural and entertaining facilities and riverfront residential quarters and office grounds. Functions of the areas on the banks will be changed to comprehensive service-oriented from industrial-oriented, identifying Shanghai's urban construction in the 21st Century.

A comprehensive developing project on the bank of Huangpu River in Shanghai was launched recently, 12 years after the opening of Pudong.
The municipal authorities of Shanghai have attached great importance to the comprehensive developing project along the banks of the Huangpu River. Chinese President Jiang Zemin pointed out when he was in Shanghai that the river should be built for water views of world standard to show the urban features, new face and new image of Shanghai in the 21st Century.

Necessity of the Project
Shanghai adopts the strategy of upgrading its urban construction and harbor building. The Huangpu River is of great significance to the development of Shanghai. As a result of an all-round development of various undertakings in Pudong, the functions of the watercourse of the Huangpu River and the river areas are no longer able to meet the demand of Shanghai.
Areas Involved
According to plan, the comprehensive developing project on the banks of the Huangpu River will involve five areas over 22.6 square meters and 20 kilometers of river line.
Transition of Orientation
Orientation of the functions of river areas will be changed from communication and transportation, storage and docks, and factories and enterprises, to finance and trade, tourism and culture, and ecological residence. A transition from industrial style to comprehensive service will be realized.
Strategy and Time
It is reported the developing project of the Huangpu River areas will follow the strategy of market operation and diversified investment. The whole project will be completed in about five to ten years.
The improvement of the environment and transition of the functions will be of great significance to re-displaying the vitality of the Huangpu River, the new image of Shanghai as an international metropolis, and further improving its urban comprehensive competitiveness.
Shanghai, China's leading industrial and commercial center, will spend a record 50 billion yuan (6 billion US dollars) this year on major construction projects.
Major projects on plan include an elevated road, an underground tunnel across the Huangpu River, a light rail line, a 98-kilometer ring road and three expressway projects.
The city spent about 42 billion yuan on 43 major projects in 2001. Among them was the Shanghai Science and Technology Hall, one of the venues for last October's Asia-Pacific Economic Cooperation forum leaders' summit.
On December 26, the east extension of Shanghai subway Line II was opened to traffic. Nearly 300 staff members of Zhangjiang Hi-Tech Park and representatives of Shanghai residents took the first downtown trip by the subway.
