A top Beijing government official delivered a draft action guideline for the 2008 Summer Olympics to the Beijing Municipal People's Congress on Wednesday.
Vice-Mayor Liu Jingmin underlined the key points of the action plan for the 2008 Olympics and invited responses at the 32nd session of the 11th Standing Committee of the Beijing Municipal People's Congress.
Beijing has been working on an ambitious overall strategy to ensure smooth preparations for the 2008 Olympic Games while boosting the urban development of the Chinese capital.
As part of this strategy, the seven-year action plan covers 10 general areas including the environment, traffic and infrastructure.
"The plan will serve as a guide for the social and economic development of Beijing and the city's preparation for the Games," Liu said.
Specific guidelines for the procedures of the Games and the nation's sports strategy for the Olympics will be formed in the future, he said.
Deputies of the Beijing Municipal People's Congress - the city's top legislature - are encouraged to submit suggestions on the draft plan after the session.
After future revision, the final action plan will be made public, Liu said.
Beijing has decided to divide its preparatory work for the 2008 Beijing Olympic Games into three stages within the next seven years, in order to create jobs in a well-planned way, said Liu, who is also vice-president of the Beijing Organizing Committee of the 2008 Olympic Games (BOCOG), which was established in mid-December.
The first stage between December 2001 and June 2003 will see organizers focusing on designing specific guidelines for the preparatory work and moulding the body to spearhead preparations for 2008 Games.
The second stage - operating between July 2003 to June 2006 - will involve the construction and completion of Games facilities.
During the third period between July 2006 and July 2008, the municipal organizers will test all completed facilities and check on all the other preparatory work.
