State Council Issues Regulation on Audio-video Products
State Council Sunday published a regulation about the management of audio-video products. According to the new regulation, illegal publication, manufacturing, import, wholesale, retail, renting or showing of audio-video products will be punished in accordance with relevant laws and regulations.
The new regulation will go into effect as of February 1, 2002.
State Council Sunday authorized Xinhua to publish Sunday a regulation issued by the State Council about the management of audio-video products, which aims at ensuring an orderly cultural market and cracking down on the pirating of publications.
According to the new regulation, which comprises seven chapters and 51 articles, illegal publication, manufacturing, import, wholesale, retail, renting or showing of audio-video products will be punished in accordance with relevant laws and regulations.
Meanwhile, the opening of cinemas engaging in showing audio- video products is banned, and the current cinemas of such a kind will be shut down within five years.
The regulation also makes clear the responsibility of relevant governmental departments for administration of the market.
The new regulation will go into effect as of February 1, 2002. At the same time, the country will abolish its current regulation concerning audio-video product management which was issued by the State Council on August 25, 1994.
The Chinese State Council, or the cabinet, reviewed newly revised draft regulations on overseas travel by Chinese citizens, publishing, audio and video products, films, and foreign-funded financial institutions on December 12.
The five drafts were discussed at the 50th executive meeting of the State Council, presided over by Premier Zhu Rongji.
The meeting approved the revisions in principle and suggested that further revisions be done before they are promulgated by the State Council.
