Vice Premier on Intellectual Property Rights

Chinese Vice Premier Wen Jiabao said Tuesday that the issue of intellectual property rights is at the heart of global competition, as a result of globalization and the strides made in technological development.

In a letter sent to the national work meeting on patents that opened here Tuesday, Wen called for strategic research of patents and clear outlining of the objectives of scientific and technological innovation projects.

The vice premier stressed the importance of establishing a scientific and technological management system and a patent management system, while nurturing a batch of qualified corporations and conglomerates with independent intellectual property rights.

Wen said China needs to improve the quality and the comprehensive ability of patent management work, which requires a large team of talented people with professional knowledge, strong management skills, and familiarity with laws and international rules.

According to participants at the meeting, the country's patent work in a long period of time in the future will concentrate on bringing into full play the role of the intellectual property right system so as to promote scientific and technological progress and innovation, and serve economic development.

Statistics show that by the end of November, China had registered a total of 740,000 patents. Applications for scientific and technological innovation projects posted a high growth rate this year, with an increase of 62.5 percent on a yearly basis.
