NPC Standing Committee Holds 25th Session in Beijing

The Standing Committee of the Ninth National People's Congress (NPC), China's top legislature, began its 25th session here Monday in Beijing.

Lawmakers at the six-day meeting will review the draft third amendment to the Criminal Law which details punishment for terrorist crimes, and several other draft laws.

NPC Standing Committee Holds 25th Session
The Standing Committee of the Ninth National People's Congress (NPC), China's top legislature, began its 25th session Monday in Beijing.

Lawmakers at the six-day meeting will review the draft third amendment to the Criminal Law which details punishment for terrorist crimes, and several other draft laws.

Criminal Law amendment
According to the draft amendment, any person who seriously disturbs social order by making up threats of explosions, spread of bio-chemical agents of radiation, or by knowingly disseminating terrorist information of a fabricated nature, will be punished with a maximum imprisonment of five years.

The punishment may be more severe if serious consequences occur, according to the draft.

A draft law on population control and family planning was tabled before lawmakers for the third round of review, which has added more regulations on providing health care services for pregnant women.

The draft says that criminal charges will be filed against anyone who rejects or prevent government workers from implementing the family planning law.

Other draft laws
Five other draft laws were tabled for first-round deliberation. They cover the promotion of small and medium-sized enterprises, transportation safety, production safety, the revised water law, and amendments to the law on lawyers.

The draft law on government procurement and the draft revision of the law on protecting cultural heritage were submitted for second review.



China Amends Criminal Law for Combating Terrorism

  • Purpose and procedure

    The amendment was formulated "to deal more harshly with criminal acts of terrorists, for the protection of national security, social order and safeguard of safety of people's lives and property".

  • Content and punishment

    According to the draft amendment, any person who seriously disturbs social order by making up threat of explosion, threat of bio-chemical, threat of radiation and other terrorist information,or by knowingly disseminating terrorist information of a fabricated nature, will be punished with a maximum imprisonment of five years.

    The punishment may be severer if serious consequences occur, according to the draft. Full text
