China to Better Protect Domestic Enterprises Against Anti-dumping

To support the promulgation of the Anti-dumping, Anti-subsidy and Protection Measures in order to create a fair trade environment and better protect Chinese enterprises, December 12 saw a symposium on the three regulations held by Ministry of Foreign Trade and Economic Cooperation (MOFTEC) in Beijing.

More Pressure for Domestic Enterprises
As tariff is going to be further reduced next year and the gradual cut on quota, permits and other non-tariff measures, domestic enterprises are facing more and more pressures brought about by imported products.

Protection Measures
MOFTEC will effectively protect domestic enterprises by following WTO rules and strictly abiding by related laws and regulations. On the other hand, China has become the country receiving the most anti-dumping cases in the world.

Since 1979, some 30 countries conducted 477 anti-dumping, anti-subsidy and protection measure investigations against China with more than 4000 commodities involved.

MOFTEC will intensify its efforts to provide a comprehensive service for enterprises by perfecting coordination mechanism in the years to come.

New Bureau
Wang Shichun, president of the newly-founded import and export fair trade bureau under the MOFTEC introduced the bureau's functions.

The bureau will be in charge of handling import and export trade and related foreign affairs, draft related regulations on anti-dumping, anti-subsidy and protection measures, take up the handling of anti-dumping, anti-subsidy and protection measures and related affairs, investigate international trade barriers and develop related negotiations, talks, directives and coordinate anti-dumping, anti-subsidy and protection measures and related work.

Anti-Dumping Law Introduces
The State Council issued an order December 10, announcing that the country's Anti-dumping Statute, which includes regulations concerning dumping and damage, anti-dumping investigations, anti- dumping measures and an anti-dumping tax, will be effective from January 1, 2002.

The statute, which was approved at the 46th executive meeting of the State Council on October 31, 2001, includes regulations concerning dumping and damage, anti-dumping investigations, anti- dumping measures and an anti-dumping tax.

The newly issued statute put forward three kinds of anti- dumping measures, namely, temporary anti-dumping measures, price promises and an anti-dumping tax.
