Tian Fengshan, Minister of Land and Resources, recently told a national working conference on land assets management that all applications for land, especially those involving profit-driven real estate projects, are resolved through public bidding.
Fit in with WTO rules
It is believed that the practice is necessary for China to fit in with the rules of the World Trade Organization.
A special committee
A special committee will review applications for public land uses and rule reasonable financial compensation in cases which violate government regulations.
Publish land price rates regularly
Sources said that all lands allocated should be listed in publicly issued catalogues. Meanwhile, Chinese local governments should publish land price rates regularly.
Land resources emerge on the market as an increasingly unsubstitutable factor of production so far as the mechanism of market economy keeps running in China. With respect to the management of land resources, China is facing the problem of setting up and improving the market-oriented mechanism, policies and regulations and modernizing land management. It is necessary to help create the fundamental influence of market mechanism on allocation of land resources, and concurrently reinforce the logic intervention of the government to implement a highly efficient, fair and sustainable utilization of land.
