Russia and Afghanistan's Northern Alliance signed an agreement Monday on the provision of a building in Kabul to facilitate the official opening of the Russian Embassy there shortly.

The document was signed by a foreign affairs official of the alliance and Russian special envoy Alexandr Oblov, according to reports reaching here Monday.

Staff members and technical personnel of the Russian mission are already the Afghan capital, the reports said.

Moscow established what it called "working relations" with the Northern Alliance while actively participating in humanitarian operations in Afghanistan shortly after the alliance's sweeping victory over the Taliban forces.

The building provided to the Russians was the site of the former embassy of Moscow. It was severely damaged in 1992 and many Afghan refugees are still living inside.
