The Russian government and the Chechen rebels held a meeting on Sunday at a state dacha outside Moscow, the Interfax news agency reported.
The office of Viktor Kazantsev, presidential envoy to the Southern District, confirmed that Kazantsev started his talks at about 13:30 Moscow time (1030GMT) Sunday with Akhmad Zakayev, appointed by Chechen rebel leader Aslan Maskhadov to negotiate with the federal government.
Interfax quoted well-informed people as saying that their contacts might last for several days. This is the first contact between the Kremlin and Chechen militants since President Vladimir Putin made a national television speech in September, urging Chechen rebels to contact with his envoy and discuss the modalities of a rebel surrender.
