Customs clearance service time at the two outlets in Shenzhen City, which faces Hong Kong across a local river, will be extended as of December 1, with the approval of the State Council.

Both Hong Kong and Guangdong have agreed to extend the opening time at Luohu Outlet from 06:30-23:30 hours to 06:30-24:00 hours, with the opening time at Huanggang Outlet also from 07:00-22:00 hours to 06:30 hours to 24:00 hours.

In addition, an advance customs reporting system will be also introduced, and cargo inspection and related customs clearance service times will be extended accordingly. A number of channels will also be added to allow passage of cargo vehicles at HuanggangOutlet during the night. Upgrading the Luohu Outlet has been a high priority since earlyNovember with increased financing from Guangdong Provincial and Shenzhen City governments, in an attempt to improve the customs clearance environment, including adding more passing channels and installing high-tech inspection apparatus for customs clearance.

Deputy governor of Guangdong province Ou Guangyuan explained the decision to extend customs clearance service time as a "must" to meet social and economic development in both Hong Kong and Guangdong.

The entry-exit of passengers and vehicles has risen drasticallysince Hong Kong was handed over to China on July 1, 1997, causing great pressure on border outlets. Statistics show that Luohu Outlet handled exit-entry of 86 million passengers last year and the number is expected to reach 100 million this year. Huanggang Outlet handled exit-entry of 18.8million passengers in 2000.
