China Cancels 30 Items For Administrative Exam and Approval
China cancelled 30 items for administrative exam and approvals, declared the State Economic and Trade Commission recently. Among the 30 items, 11 items are called off as part of the efforts in transferring governmental functions and management ways, a move to meet the needs of establishing the system of socialist market economy and China's accession into the WTO.
Among the 30 items, 11 items are called off as part of the efforts in transferring governmental functions and management ways, a move to meet the needs of establishing the system of socialist market economy and China's accession into the WTO. They are:
1, exam and approval on qualification of quality control centers of all kinds of petrochemical products;
2, exam and investigation on enterprises of interior decoration industry;
3, exam and investigation on qualification of interior designers;
4, exam on qualification of managers of interior decoration items;
5, exam on interior decoration technicians;
6, exam and verification on the establishment of tire manufacturers;
7, exam and verification on investment and stock expansion of tire manufacturers;
8, exam and approval on the adjustment of investment budgetary of hydroelectric projects;
9, exam on documents of hydroelectric projects design;
10, registration management of construction teams of golden industrial projects;
11, management of qualification for supervision and management units on golden industrial projects construction.
Another 19 items abolished
In addition to the repeal of the nine national bureaus under the administration of the State Economic and Trade Commission, China decided to abolish another 19 items for administrative exam and approval, including the examination and approval of fertilizer and off-season capital reserve of insecticide, originally handled by national bureaus under the administration of Commission, qualification investigation, and annual exam of the related items, etc, in accordance with the principle of "strengthening comprehensiveness and weakening professionals" and the new situation of institution reform and the separation of enterprises from governments, so as to intensify macro-management and comprehensive coordination and decrease examination actions in industrial administration.
Turning point for the Commission
Li Rongrong, director of State Economic and Trade Commission, here emphasized that the reform of administrative exam and approval system is much more than canceling several items for the administrative approval. The key point here is to make great efforts in setting up new and effective management regulations and methods that can meet the needs of socialist market economy and China's entry to the WTO and improve the level and efficiency of administrative management of governmental organs. This should be taken as a turning point in strengthening the quality and level of work of the Commission as a whole and further improving working style, thereby building up a favorable governmental image.
