China welcomes the decision of the World Trade Organization (WTO) to launch a new round of multilateral trade negotiations, Foreign Ministry spokeswoman Zhang Qiyue said Thursday.
Zhang said China has noticed that the ministers of the WTO members have reached a consensus on a series of WTO agreements during the talks in Doha, Qatar. This means that the fourth WTO ministerial conference has decided to launch a new round of trade talks, and China welcomes the decision, she said.
Zhang said China always supports and has taken active measures to promote the launch of a new round of trade talks. When China officially starts its role as a WTO member it will work together with other WTO members and make its due contribution to boosting world economy and trade.
Ministerial Declaration
At Wednesday's conference, ministers adopted by acclamation a ministerial declaration at a plenary session containing a so-called Doha development agenda for the new trade round. According to the Ministerial Declaration, ministers stressed: "We are determined, particularly in the light of the global economic slowdown, to maintain the process of reform and liberalization of trade policies, thus ensuring that the system plays its full part in promoting recovery, growth and development."
Besides, they also approved a decision on implementation-related issues and concerns, and a separate declaration dedicated to the Trade- Related Aspects of Intellectual Property Rights Agreement and public health.
China's Participation
The new round of multilateral trade talks aims mainly to discus the formulation of new game rules, its contents involve the various aspects of the world economy and trade, the agreements reached will have a binding force on various WTO members, it will affect China's major interests, so China must actively cope with and participate in it.
Participating in a new round of negotiation is also an excellent opportunity for China to understand and grasp the WTO rules and operational mechanisms, it will help us to grasp the latest WTO movements and development trends, make more flexible and free use of WTO provisions and mechanisms and bring up in practice a batch of professionals familiar with WTO rules and well versed in international trading policies, so that we can perform obligations in a better way and promote what is beneficial and abolish what is detrimental.
Important to World
"Influenced by the "September 11" terrorist attack, the current world economy is on the verge of depression. Against such a backdrop, starting a new round of WTO negotiation is vitally important to restoring world economic growth. This, without a doubt, transmits an effective information to the world", said Prof. William A. Diamond, director of the Center for Canada Trade Policy and Law and former director of the Legislative Department of the Canadian Ministry of External Affairs and International Trade in a recent interview.
