China Has 10 Million Poor, Handicapped People

State Councilor Ismail Amat disclosed Tuesday that the number of Chinese who are suffering from both physical disabilities and poverty stood at 9.79 million at the end of 2000.

State Councilor Ismail Amat disclosed Tuesday that the number of Chinese who are suffering from both physical disabilities and poverty stood at 9.79 million at the end of 2000.

However, the number of China's poverty-stricken handicapped population in 1992 was 20 million.

The official, who is also director of the State Council Coordination Committee for the Work of the Disabled Persons Council, made the remarks at a national working conference on aid-the-poor development for the poor, handicapped population.

The conference was held jointly by the Leading Group for Aid-the-Poor Development under the State Council, the Agricultural Bank of China and the China Disabled Persons' Federation.

When addressing the conference, the state councilor urged governments at all levels to find new ways to resolve the issue of food and clothing for these people.

According to the official, the country began to assist these disadvantaged people nationwide in 1991, when a national and well organized plan on the issue was launched.
