China's Giant Step Forward Into World

The initial years of the 21st century are the years in which China sets out like a giant into the world. At the beginning of the new century the Chinese people have afforded a friendly and cordial embrace of suchlike to the world, and China will march firmly into the world full of self-confidence.

The initial years of the 21st century are the years in which China sets out like a giant into the world.

Last July saw China win the hosting of the 2008 Olympic Games. It is going to be a grand sports meet of the mankind in the principle of peace, friendship and solidarity. The winning by China to host the games has a special significance, showing that China's development and progress has been recognized by the world, and China's fervor for the promotion of peace and solidarity of the mankind world is welcomed. So the world has given China this opportunity and China, in turn, will provide the world a surprise.

October 2001 saw the APEC meeting, a meeting of great importance being successfully held in Shanghai. With the background of the occurrence of the "11 September Terrorist Incident" and the global economic growth slowdown the APEC meeting held in Shanghai embodied the spirit of multilateral cooperation and development and principle of common enterprise of mankind. This has become a beacon-tower for peace and development in the new century.

November witnesses the World Trade Organization completing all the procedures for China to join the organization. As the largest developing country in the world, China's formal entry into the WTO has made this international organization more complete and to be more representative. And China will therefore make a further effort to keep pace with the economic globalization, stepping onto the world economic arena to meet the challenges and opportunities unfolded before it. China's market will be further opened with China's laws, regulations and administrative decrees to go further along with that of the world. China will participate in the international division of production and competition on a broader scale and this is good for China to step up its economic adjustment and raise its competitiveness in the world market. Though the entry into the WTO will also bring some pressures onto some trades and enterprises in China yet we are on the whole ready to cope with the challenges.

We recall the conditions 150 years ago under which China was forced open by the "World" with all the humiliation and subjugation. With arduous struggles lasting over a century the Chinese people have finally won independence and dignity, becoming a force of great importance on the world political arena and with its own endeavors and intelligence has become an excellent latecomer on the world economic stage. Today's China has stepped with full initiative and confidence into the world.

The economic globalization is an objective requirement of the speedy development of the productive forces and science and technology. Facing the world trend the positive attitude is to go along with the trend as does a surfer. China will take the initiative and an active attitude in participating in the process of economic globalization and free trade in the world. This will constrain China to develop in a reasonable way and promote its efforts to deploy more effectively and fairly the world resources, thereby pushing forward the establishment of a multilateral trade system and a new international economic order in a more justifiable and reasonable way.

The world situation at the beginning of the new century indicates that the safety of the world is still confronted with challenges and crises. To maintain world peace and stability still remains a heavy responsibility for all the countries of the world to share, and a long and arduous way ahead to travel. China opposes all terrorist activities and behaviors and also all sorts of hegemonism and power politics in international affairs. China advocates the establishment of a new set of requirements fitting the trends of the time, a new safety vision for mankind to follow and advocates dialogues on an equal footing, mutual belief (?) and cooperation, and thus solve international disputes in a peaceful way. China is one of the countries in history of the world, which advocates the five principles of peaceful coexistence. Through peaceful consultation with many countries China has solved the boundary lines and disputes left over from history. Regarding disputes in connection with boundaries, territories and territorial waters China advocates just and fair solution of them by way of dialogues and negotiations. Should they be not solved for the moment they can be deferred for later resolution, seeking common grounds while holding differences and not to let the latter affect the normal relations between countries. Facts have proved that China is an important force for maintaining regional and world peace, for maintaining stability and promoting development in the world. China will not take part in any arms race or seek for military expansion. As early as the 1970s China made the solemn promise "never to seek for hegemony". Whatever progress China has made on the way of development China will as always adhere to this pledge to never be a threat to any country in the world.

The evolution of the times has brought the subject onto the agenda for the democratization of international politics. The world at present is in the process of a drastic change featuring an irreversible tendency to the multi-polarization of politics. The reality of the world has already proved that a world of mono-polarity, of power politics and a world of great disparity between the rich and the poor is an unstable world, an unjust world and a world frequented with clashes and wars. China will actively promote the establishment of a new order and democratization in international politics and fervently advocates the spirit of peaceful and equal handling of international affairs.

In the present world, challenges and crises that all countries are facing betray an increasing hue of globalization, requiring a concerted effort of mankind to deal with it. China supports the purposes and principles of the United Nations Charter. It resolutely maintains the roles and authorities of the United Nations, supports the leading role played by it in striving for international peace and development matters. And it also maintains firmly the basic norms of equal sovereign rights and non-interference in each other's internal affairs by participating in the political and security work of the United Nations in an earnest way. The new era has put forward before us the subject of establishing a globally civilized society, which requires a long time for its evolution. However, history has already proved that it has to be a society of coexistence of multiple elements, a society filled with civilized dialogues and harmoniousness.

This year sees China to have embraced two world attention-catching events. After China won the hosting of the 2008 Olympic Games it was followed with the hosting of the Universiade, in which China hospitably received young friends from all over the world, acting as a responsible host country. Another is that China's football team succeeded in breaking out of its confines within Asia and the final whistle ended in bringing down the house. The former signified the solicitous hospitality of the Chinese people in entertaining the world while the latter a great leap forward for China to merge into the world.
