In order to encourage Party members to enhance their capabilities by studying constantly, Xi Jinping, general secretary of the CPC, recently quoted late Chairman Mao Zedong’s speech in Yan’an in 1939 as saying, “There is a type of panic in our team. It is neither economic panic nor political panic, but a panic over lack of capability.”
It is not alarmist to rake up the “capability panic.” Xi hopes that all Party members, particularly leading cadres, will translate their sense of responsibility and crises into the urgency of learning. They should study constantly and transform heavy external pressure into strong internal motivation.
Raking up the “capability panic” is not aimed at causing panic, but at encouraging lifelong learning. On the one hand, Party members should maintain their confidence in the Party’s path, theories, and systems. On the other hand, they should make constant efforts to enhance capabilities and avoid falling behind. This is crucial to accomplishing various tasks.
Raking up the “capability panic” is also in line with the central government’s call for an improved work style. Party members should spend more time learning and thinking, and less time on feasts and bureaucratic activities. They should be self-motivated to study, focus on learning, and take it as a hobby and a healthy lifestyle.
By raking up the “capability panic,” Xi has warned all Party members.
