Multiple factors were considered when setting NPC deputy quota

The quota allocation plan for deputies to the 12th NPC was developed at the NPC's annual meeting last year. A total of 2,000 deputies were elected according to the number of constituents, with each deputy representing 670,000 people. Each province, autonomous region, and municipality was allocated eight seats in the 12th NPC regardless of their population, making the number of deputies in this category reached 248. The remaining seats were allocated by the NPC Standing Committee.

Taiwan was allocated 13 seats in the 12th NPC, and Taiwanese deputies were elected from Taiwanese in all provinces, autonomous regions, and municipalities as well as the People's Liberation Army (PLA).

The number of NPC deputies from different provinces varies significantly. Such populous provinces as Shandong, Henan, Guangdong, Jiangsu, and Sichuan each sent more than 100 deputies to the NPC. Shandong, with 175 deputies, is the province with the biggest number of deputies. By contrast, Tibet only sent 20 deputies.

The number of NPC deputies is directly related to the bringing forward of proposals. According to the law, only a delegation or a group with at least 30 deputies may put forward proposals to the NPC.

Members of the CPPCC National Committee are not selected through election. The proportion of the Communist Party of China (CPC) members in the committee should not exceed 40 percent, and the proportion of non-CPC members in the committee should not be lower than 60 percent. The proportion of female members in the 12th committee is higher than that of the 11th committee, and all 56 ethnic groups have their own representatives in the committee.
