China's determined to participate in global anti-corruption campaign, with the help of law

BEIJING, April 21 -- The Standing Committee of China's National People's Congress is mulling a law on international cooperation against corruption, showing China's determination to participate in global anti-corruption efforts.

Such a move also reflects the international nature of China's anti-graft strategy, as corruption is a complex social, political and economic phenomenon that affects all countries.

According to Yang Yongchun, vice chief of an association for clean government and legal affairs, corruption is a global disease, no country is capable of solving it by itself. In recent years, corruption has become increasingly international, thus victim countries have no other choice but to collaborate with others to fight this common enemy.

China, as a signee to the United Nations Convention Against Corruption, has played an active role in international anti-corruption work within such frameworks as the Asia-Pacific Economic Cooperation (APEC) and the Group of 20, by providing a favorable policy and institutional environment.

During the APEC meeting in Beijing in 2014, the Beijing Declaration on Fighting Corruption was adopted, with an aim to eliminate corruption through extradition and judicial assistance and more flexible legal measures to recover stolen money.

In a 17-month international manhunt, Chinese authorities have brought back 124 corruption suspects from 34 countries and regions, who had previously on the run. Seventeen out of 100 wanted fugitives listed in an Interpol "red notice" have also been netted.

China's top graft-buster Wang Qishan said that China must strengthen law enforcement ties with the United States, Europe, Canada and Australia, where many corrupt fugitive Chinese officials reside.

To effectively collaborate with other nations to fight corruption as well as to lay a legal foundation for such practice, Chinese lawmakers are working on a law on international cooperation against corruption, while key anti-graft operations such as "Skynet 2016" and "Fox Hunt 2016" are also following relevant legal procedures.

By making a law to regulate China's participation in international cooperation against corruption, the Chinese government has shown to the world its determination to crack down on corruption by the means of law.
