China lifts 100 million rural people out of poverty in past 5 years

China has lifted 100 million rural people out of poverty since 2010, according to a poverty relief meeting on Thursday.

The country also plans to lift another over 10 million people out of poverty in 2016, ensuring a good start for the next five-year plan.

Data released at the National Poverty Alleviation and Development Conference show that during China's 12th Five-Year Plan period (2011-2015), the number of impoverished people in rural areas decreased to 6 million from 166 million in 2010.

The 100-million reduction has brought China’s poverty alleviation work in the past five years to a successful end, said Liu Yongfu, Director of the State Council Leading Group Office of Poverty alleviation and Development.

In the past five years, net income per capita of rural residents in poverty-stricken counties doubled, and the growth rate had been higher than the average growth rate of the whole rural areas for five consecutive years, Liu said.

He added that the impoverished areas also saw improved infrastructures covering water supply, roads and power supply, as well as upgraded public service such as education and health care.

To ensure a good start for the poverty alleviation during China’s 13th Five-year Plan, the next year's work aims at tackling poverty more accurately, Liu said.

According to him, the Chinese government will establish five platforms for poverty alleviation, including a big data platform for poverty alleviation, a program management platform and a platform for fund management at county-level. Three mechanisms on assessment, poverty exit and third-part evaluation will also be set up.

In addition, in order to alleviate poverty, actions will also be taken in education and health care. Programs on relocation and loans are also planned for next year.
