New data shows that China's civil aviation flight punctuality reached 68 percent in 2014, a four percent decline from the previous year.

According to Li Jun, chief of the China Air Transport Association as well as a national political advisor, the current airspace control system is one of the major reasons for delayed flights besides the weather.

The system has also become a major obstacle for the further development of the civil aviation in China.

This year, the National Airspace Management Commission will start to promote the reform of low-altitude airspace management across the country.

The aviation authority, or the Civil Aviation Administration of China (CAAC) will optimize the current air route networks, improve the surrounding airspace environment and increase the running capacity of airports.
