Backgrounder: China's stance on terrorism

BEIJING, Dec. 22 -- China has been categorically against terrorist acts in any form, and urges close and effective international counter-terrorism cooperation under the leadership of the United Nations.

In keeping with China's consistent anti-terror policies, Chinese Foreign Minister Wang Yi delivered a speech at UN Security Council in September, reflecting China's stance on terrorism.

In the speech which includes the following key points, Wang Yi said that the world is undergoing a wave of terrorism resurgence, which poses alarming threats to security of the international community.

In response to the comeback of terrorism, China has proposed that the UN members adhere to existing counter-terrorism mechanism proven to be effective, and fight terrorism in line with international laws and norms.

Firstly, the fight against terrorism must be waged by the international community under a coordinated frame.

The UN and its Security Council should play the leading role in the global war on terrorism, which is the only way for different parties to maintain unity, achieve effective coordination and take concerted actions.

Secondly, the UN members should adopt a multi-pronged approach in order to fight terrorism.

The global war on terrorism should be fought via an integrated approach that includes measures taken in the political, security, economic, financial, intelligence and ideological fields with a view to addressing both the symptoms and root causes of terrorism, especially removing its root causes and breeding ground.

Any military action regarding counter-terrorism must comply with the UN Charter and the related Security Council resolutions.

And thirdly, the international community must follow a consistent standard in the global war on terrorism. Any act of terrorism, in whatever form, whenever and wherever it is committed, and whomever or whatever it is targeted against, must be fought resolutely. No double standards should be adopted, still less should terrorism be identified with any particular ethnic group or religion.

China has brought up four pieces of advice in light of new tendencies and changes recently emerged in terrorism incidents.

First, the international community should step up information gathering and sharing on terrorism actions. Full scope should be given to the advantages of the United Nations and relevant international institutions on such matters as establishing a counter-terrorism database and information exchange platform, so as to step up sharing of intelligence resources and intelligence analysis.

Second, counter-terrorism on the Internet should also be strengthened. Resolute measures should be taken to stop the use of social media to spread extremist ideas, especially the release of audio and video materials of violence and terror. Internet companies and operators should exercise self-regulation, and an universal code of conduct in the industry should be made at the earliest possible time.

Third, countries should take actions to block the channels of terrorist movement and financing of terrorism. All countries, particularly those adjacent to ongoing conflicts, ought to fulfill international obligations for effective border control. The international community also needs to enhance cooperation in financial regulation and crack down on illegal underground banking activities.` And fourth, countries should also actively promote de-radicalization. While taking actions in accordance with law to crack down on and outlaw venues and personnel that are engaged in advocating and spreading extremism, the international community should protect normal religious activities and promote public awareness.

The Middle East countries are on the frontline of the war on terrorism. It is extremely important for these countries to work in unity and coordination, and to put aside their differences.

China stands ready to enhance cooperation with the international community in fighting terrorist forces and safeguard regional and international security and stability, as well as provide necessary humanitarian assistance to relevant parties.
