HANOI, Nov. 21 -- Most Vietnamese lawmakers agreed that in an amended resolution on confidence vote for those who hold positions that have been elected or approved by Vietnam's National Assembly (NA), two levels of "confidence" and "no confidence" should be expressed, which has been hailed by local netizens these days.
According to a recent explanatory report of amended edition for resolution 35, the NA Standing Committee said it would maintain three levels of "high confidence", "confidence" or "low confidence" while carrying out confidence vote in officials from President, Prime Minister, NA Chairman, cabinet members to Supreme Court Judge and Chief State Auditor and the confidence vote would be conducted once per term.
Disagreeing with the content, Le Thi Nga, Vice Chairman of the NA laws committee said the three-level confidence causes a consequence that without conducting confidence vote, all officials are taken for granted that they are confident and the conducting of confidence vote just gives the answer for whether they are high confident, confident or low confident.
"After one year implementing tasks, there might be positive developments in some areas, while there might be bad moves in other areas," said Nga, questioning that "Based on which practical, scientific and legal proof can the NA anticipate that all officials are confident before conducting confidence votes?"
The deputy urged for "no confidence" which is in accordance with the evaluation of staff who "do not complete the task."
"If there is no "no confidence" level, rights of NA deputies and local voters will be restricted," VNExpress online newspaper on Friday quoted Nga as saying.
Sharing the same view with Nga, Vo Thi Dung, an NA deputy said she strongly recommended that there should be two ways of expressing confidence in officials by "confidence" and "no confidence" levels.
At the session, most Vietnamese legislators did not agree as confidence vote is conducted once during a term of an official.
Chu Son Ha, a deputy said voters urged for conducting confidence vote twice per term. The first time is the end of the second year while the second time falls on the end of the fourth year.
The duration period between two evaluations is enough for officials to strive to complete their tasks, said Ha.
"The second time of conducting confidence vote during a term will help monitor how the officials acquire comments of NA deputies and how they make developments. This would be an important channel for voters to evaluate capacity and qualification of officials," Ha analyzed.
Holding the same view, deputy Bui Thi An said if confidence vote is conducted once per term, the monitoring and assessing of officials remain inconstant.
Ideas of Vietnamese legislators have been hailed among local netizens. Most comments posted on VNExpress showed their consensus with discussion of the NA deputies on conducting confidence vote.
Tuan, a reader, wrote on VNExpress on Friday "I also agree that we should apply two levels of confidence and no confidence."
Meanwhile, a reader called Hoanganhnt commented that there should be "confidence" and "no confidence" levels which is conducted twice per term to evaluate officials and their accomplishments.
The first round confidence vote held in 2013 included 47 members due to the length of serving term.
After pausing conducting vote of confidence at the mid-year session, the NA decided to resume the vote at the year-end meeting before passing an amended edition of the current resolution at this NA session.
The second round on vote of confidence was conducted at the eighth session of the 13th National Assembly (NA) for the 50 officials who are holding positions that have been elected or approved by the NA.
Out of the total 485 votes delivered to NA deputies at the session, NA Vice Chairwoman Nguyen Thi Kim Ngan for the second time won the most favorable with 390 "high confidence" votes, while Minister of Health Nguyen Thi Kim Tien received the most 192 "low confidence" votes.
