France identifies second national on IS beheading video

PARIS, Nov. 19 -- Paris Prosecutor Francois Molins on Wednesday confirmed a second Frenchman was among Islamic State (IS) insurgents that appeared on a decapitation video released on Sunday.

"In addition to Maxime Hauchard, precise and consistent elements have been collected during an investigation which allow us to identify the presence of a second Frenchman: Michael Dos Santos," Molins said.

The 22-year-old man from Champigny-sur-Marne, east of Paris, converted to Islam and left for Syria in August 2013, the prosecutor added in a communique.

With no criminal record, Dos Santos was known to intelligence services and was wanted by French authorities charging him of having ties with a terrorist organization, he said.

On Monday, Molins confirmed that Maxime Hauchard, a Frenchman from northern France was one of the Islamists militants appeared on a 15-minutes video showed the decapitated head of American hostage Peter Kassig, an aid worker.

Kassig was the fifth western captive beheaded by the IS in response to the U.S.-led coalition attacks against Daech in Iraq and Syria.

More than 900 French nationals and residents had either joined Syrian civil war or planned to travel to the conflict-torn country, with 36 were killed in the conflict, according to official data.

With the anti-jihadist plan, unveiled on April 23, France said to deport immediately foreign nationals involved in Jihad cells, to boost cybersecurity and have close contact with jihadists' families to curb the alarming number of radicalized national youths that joined fighters in Syria and to fight against recruitment drive for Jihad.
