The information office of the State Council published a white paper on China's Foreign Aid (2014) on July 10 2014. According to the white paper, China has been building cooperation with the ASEAN countries in all fields and focusing on providing low income ASEAN countries with economic and technological aid to narrow the development gap within the organisation.

According to the white paper, China offers funds in many areas and helps ASEAN play the leading role in the regional cooperation. China announced assistance to the ASEAN countries with a special focus on infrastructure development during the period from 2010 to 2012. China has built a great number of infrastructure projects and agricultural and industrial production facilities to advance the economic development of the ASEAN countries.

In terms of raising the overall development of the ASEAN members, China has sought to strengthen the implementation of the China-ASEAN Action Plan to Raise the Overall Production Capacity of Agriculture, and to work with the ASEAN countries to build twenty testing stations for good varieties of crops. It has also helped to establish demonstration areas covering one million hectares, and three agricultural demonstration centers. China has also dispatched three hundred agricultural experts to ASEAN countries, and built cross-border animal and plant disease prevention and control stations and united animal and plant disease control and prevention systems.

Another area of focus involves the development of professional, technical and cultural skills. During the period from 2010 to 2012 China trained more than 5,000 officials and technicians in areas such as commercial exhibitions, culture, art, Chinese language, finance, traditional Chinese medicine, infectious disease prevention and control, new energy, and agriculture.
