BEIJING, May 28 -- The Communist Party of China (CPC) has urged its grassroots organizations to better serve the people and solve problems for them as a major effort to consolidate the Party's presence.
"Building service-oriented Party organizations at grassroots levels entails serving reform, development, people and their livelihoods, and the basic standard is to satisfy the people," according to a circular released Wednesday by the General Office of the Communist Party of China (CPC) Central Committee.
The document called for strong leadership, competent teams, venues with adequate services and a comprehensive mechanism to relieve people's concerns and problems, which range from education, medical treatment, employment, housing to elder care. Serving the people has been a key part of China's administrative reform drive.
"Building service-oriented Party organizations at grassroots levels is a basic project for the construction of a studious, serving and innovative Marxist ruling party. It is of key significance for tightening the flesh and blood ties between the Party and the people and boosting the Party's governance capabilities," the document said.
"Grassroots Party members should be taught and guided to do nice things and solve problems for local people," it said.
The document cited a campaign to encourage officials at high-level organizations to frequently inspect grassroots levels and offer support to specific local residents in need.
According to the circular, organization departments and various industries should both chip in to boost the finance, resources and capabilities with which grassroots CPC groups help local people.
It said that financial support must be ensured for grassroots Party workers.
In addition, the document raised requirements on consolidating grassroots Party organizations such as grouping people with similar traits as a Party unit and using online instant messaging and networking apps to organize Party activities.
