World European Commission Releases Structural Reform Measures

The European Commission (EC) Wednesday published an 84-point Action Plan for consultation with EU members on EC structural reform.

The commission, European Union (EU)'s executive branch, said the plan was based on accountability, efficiency and transparency principles in the public service, and set judging standards to meet its targets.

The proposals in the plan, with clear time-table for implementation, included three aspects of the reform -- to establish a new system to supervise management, to get the best out of the Commission's staff, and to enhance financial management.

EC Vice President in charge of the reform, Neil Kinnock, said the leaders of EU governments gave the EC the reform mandate. "We started working immediately on fulfilling that mandate and, in thefirst four months, we have made several valuable and progressive innovations", he said.

"Today we published the detailed strategy document for consultation with the member state governments, the European Parliament, our own staff and their representatives, and the widerpublic. Full account will be taken of responses before the Reform Strategy White Paper in its final form comes to the commission meeting on March 1," Kinnock said. (Xinhua)
