Thursday, January 20, 2000, updated at 09:26(GMT+8) China State Money Should be Used Rationally: Jiang Says President Jiang Zemin stressed January 19 that the country's financial revenue should be rationally used to first solve difficulties encountered by the common people. Jiang, who is also secretary of the Central Committee of the Communist Party of China (CPC) and chairman of the Central Military Commission (CMC), made the remark at the closing ceremonyof a week-long seminar on finance and revenue, which ended here today. Jiang said at the ceremony of the seminar attended by leading officials of the provinces and ministries that doing a good job ofcaring for the life of the people "warm-heartedly and sincerely" is of top significance in the work of the Party and government at present and leading officials at all levels must in no way "neglect" it. People are satisfied with the marked improvement of their life since the beginning of the reform and opening-up, Jiang noted. However, he pointed out that still some people have difficulties in their life due to the uneven development of economy, the deepening reform, the restructuring of the economy and some deep rooted problems left over from the history, among other factors. The CPC has always put great emphasis on improving the living conditions of the common people, the president said, calling on relevant departments to jointly find ways to solve the financial and employment difficulties of the people. The president urged all leading officials to be thrifty and hard work, and combating waste and corruption. Leading officials at all levels should share the happiness and woes of the common people, and sincerely help them solve basic problems arising in their everyday lives, Jiang stressed. Chinese senior leaders Li Peng, Zhu Rongji, Li Ruihuan, Wei Jianxing and Li Lanqing attended the ceremony which was presided over by Hu Jintao, member of the Standing Committee of the Political Bureau of the CPC Central Committee and president of theParty School of the CPC Central Committee.
