Tuesday, January 11, 2000, updated at 20:32(GMT+8) World Nicaragua Denies Talks With US on Military Base Nicaraguan Vice Foreign Minister Guillermo Arguello Poessy on January 10 denied any talks with Washington to establish a military base in the country. He said that Nicaragua's constitution forbids the presence of foreign military bases on the national territory. Earlier, Puerto Rico's senate candidate from the Progressist New Party, Miriam Ramirez de Ferrer, said that the US is negotiating with Haiti and Nicaragua to install military bases. The United States and Nicaragua are negotiating a sea treaty onjoint efforts in the fight against drug trafficking.
