Wednesday, December 22, 1999, updated at 10:31(GMT+8) China NPC to Intensify Supervision of National Budget China's top legislature will pass a new law on the examination and supervision of the national budget in order to ensure the rational use of state funds. The draft of a decision for enhancing these procedures is now being discussed at the on-going 13th session of the Standing Committee of the National People's Congress (NPC). Lawmaker Lai Jinlie said the draft, one article of which orders the adjustment of the budgets for agriculture, education, science and technology, and social security, should be approved by the NPC Standing Committee as progress towards final legislation of a national law on the examination and supervision of the budget. The draft decision will stipulate that the State Council, which is in charge of the annual national budget, must report to NPC Standing Committee on how to use surplus revenue, said another lawmaker, Wu Changqi. He suggested that the surplus revenue should be added to the budget for the following year to prevent abuse and waste of the country's money.
