Sunday, December 05, 1999, updated at 12:51(GMT+8) Business Zhongguancun Aims to Be Leading Science Park in China "We're trying to build Zhongguancun into one of the world's leading science parks, a hot cake for both capital and human talents in 10 years," said Ren Ranqi, deputy director of the Administrative Committee of the Zhongguancun Science Park in Beijing. Established by the Beijing Municipal Government in 1997, the Committee is committed to serving the 6,000 hi-tech companies in Zhongguancun and the new ones to be set up in the years to come. Ren believed a fine environment is vital to attracting capital and talents. "Environment is productive," he said. "In terms of software, a system encouraging industrialization of high technology is important. We're persuading the government to give us more privileges such as those for Shenzhen and Shanghai, " he said. He said, "Technology should integrate with capital. We're now trying to attract risk capital." A guarantee fund for risk capital have been set up in Zhongguancun and risk capital is expected to be the best means to support the application of technology in economic development. As for "hardware environment", the deputy director said Beijing is now working on improving infrastructures in the Zhongguancun area, including several new roads and a railway line. He said, "We're trying to make life here comfortable and convenient. When their needs are met, the talents are sure to stay. " He also expected to attract overseas Chinese to work in Zhongguancun. Talking about the recent Sino-US WTO accord, the deputy director said opportunities would be far more than challenges, and it would speed construction of the Zhongguancun Science Park.
