Wang Guangya was appointed vice-minister of foreign affairs to replace Wang Yingfan; Wang Yang and Zhang Guobao were appointed vice-ministers of the State Development Planning Commission; Mou Benli was appointed vice-minister of the State Ethnic Affairs Commission to replace Cheng Hong and Wen Jing; Li Changjiang was appointed deputy-commissioner of the General Administration of Customs and director of the State Administration for Entry-Exit Inspection and Quarantine to replace Tian Runzhi; Wu Xiaohua was appointed director of the State Administration of Machinery Industry to replace Shao Qihui; Jiang Mianheng was appointed vice-president of the Chinese Academy of Sciences; Xie Fuzhan was appointed deputy-director of the Development Research Center of the State Council; Yang Bo was appointed head of the Central People's Broadcasting Station to replace An Jinglin; Huang Yong'an was appointed China's representative to the Economic and Social Commission for Asia and the Pacific of the United Nations to replace Lu Yongshou; Bu Zhengfa was removed from the post of vice-minister of personnel.
