The editorial, headlined Keeping Sound Economic Growth to Welcome the New Century, points out that the meeting was held at a key point in China's reform and opening-up drive. Five high-level tasks for the year 2000 were scheduled at the meeting. Topics for discussion included the ongoing implementation of a series of policies and measures to stimulate economic growth, expansion of domestic demand and restructuring of the economy, as well as accelerating scientific advancement to improve the country 's technological abilities. These major tasks also cover technological upgrading of industrial enterprises, deepening economic reform of state-owned enterprises, and the ongoing push to improve people's living standards. The editorial says the year 2000, which represents the end of one century and the beginning of another, is the final year of China's ninth Five-Year Plan (1996 to 2000). Economic growth is necessary at the dawn of the 21st century, and succeeding in the five set tasks will guarantee stable, rapid economic growth and encourage overall social development. The editorial says that led by the Central Committee of the Communist Party of China with Jiang Zemin at the core, China has been witnessing major victory in 1999 amid various challenges and severe tests. China has many favorable conditions for maintaining its steady economic growth in the coming years, it says. Furthermore, the editorial says, officials at various levels, especially senior officials, should direct the Party and people to speed up the country's modernization drive. In order to implement decisions made by the conference, the Party's leadership over the economic work should be strengthened. It points out that the rejuvenation of the Chinese nation could not be achieved without the leadership of the Party. Under the new situation, Party officials at various levels, especially the senior officials, should continue to learn as much as they can about new technology and improve their management skills.
