Wednesday, November 03, 1999, updated at 09:51(GMT+8) China Li Peng on People's Congresses Chinese top legislator urged people's congresses and their standing committees on November 2 at all levels to make further efforts in promoting the practice of governing the country according to laws set down by the National People's Congress (NPC) which will greatly contribute to building a socialist legal system. Li Peng, chairman of the Standing Committee of the NPC, told a meeting which ended here today that the establishment of standing committees at the county, prefecture and provincial levels has been important in strengthening supervision over governments, judicial and procuratorial organs. People's congresses and their standing committees have formulated 360 laws, 800 administrative regulations, and 7,000 local regulations over the past 20 years, Li said, adding that a legal system with Chinese characteristics will be established by 2010. Eliminating judicial corruption and promoting fair jurisdiction is crucial to building the socialist legal system, Li said. He called for more efforts to strengthen judicial supervision.
